Ronald Reagan entered office a committed Cold Warrior. He held the Soviet Union in contempt, denouncing it in a 1983 speech as an “evil empire.” His Reagan Doctrine declared that the United States would supply aid to anti-communist forces everywhere in the world. To back up his doctrine, Reagan oversaw an enormous expansion to the defense budget. Ironically, for all his militarism, Reagan helped bring the Cold War to an end through negotiation, a tactic he had once scorned.
