In 221 BCE, Ying Zheng created the Qin Dynasty and ruled over all of China. It was the first empire to rule in the area because it united so much of the area under one ruler. Ying Zheng made himself Qin Shi Huang, which means the First Emperor of Qin. Qin Shi Huang was a powerful but ruthless ruler. He had any enemy or potential threat killed so that he would have ultimate power.
